Provides exchange of information on disability issues. Seeks to advance the social, economic and physical welfare of people with disabilities. Promotes involvement of the physically handicapped in the planning and administration of all programmes in their interests. Encourages the integration of people with disabilities into the mainstream of society.

Owing to economic difficulties connected with the transition of Russian economy to market relations we cannot expect financial support from the government or charitable activities of individuals in this country.We know that your country has gained a lot of experience in supporting disabled people, meeting their needs and helping them lead independent lives. We are just at the beginning of the work. And it is only natural that we are willing to establish direct links with somebody who has already achieved good results in similar work; who could help us in fundraising activities to collectmoney necessary for realization of our programmes serving disabled people; individuals or organizations in your country willing to cooperate with us.
We could found branch establisments aimed at improving our financial position, solving job accommodation problems and creating new job opportunities for both handicapped and nonhandicapped people. The possible projects are as follows:

- foundation of a medical, research, consulting, rehabilitation centre provided with up-to-date medical equipment, therapeutic sports trainers and kits, rehabilitation trainers; organization of treatment using amino-acid preparations ;
- production of rehabilitation equipment;
- provision of disabled people with entertainment and amusement, sporting
activities and tourism;
- production of construction materials;
- construction of a gas-filling mini-station;
- road haulage;
- computer skills training of disabled people and members of their families;
- computer services: database, electronic publishing, electronic mail;
- provision of disabled people with vehicles for bringing them to their job
sites and taking them home.

Disabled people organizations are exempted from taxes and enterprises founded under the aegis of DPO are granted tax privileges in Russia.
